Indo-Canadian Soccer Association Rules

TOURNAMENT RULES 

  1. All tournaments are to be registered with BCSA or host club is subject to $500 fine for not sanctioning with BCSA.
  2. Clubs must provide a list of registered players’ c/w their BCSA ID number (any player that played winter soccer this past year will have an ID number). This is required by BCSA.
  3. Tournament committee shall control all arrangements for the competition, including the draw and scheduling of tournaments.
  4. Tournament committee reserves the right to change game times if necessary and shall advise clubs / teams with ample notice.
  5. Teams 10 minutes late (for any reason) past the scheduled game time will be liable to forfeit game.
  6. 10-point system: 6 points for win, 3 points for a draw, 0 points for loss, 1 point for each goal scored in a game to a max of 3 points and 1 point for shutout.

7a.  Group placing if tied on points: (a) head to head, (b) goal difference, (c) most goals scored and (d) coin toss. Note: If 2 teams tied at end of first game of round-robin, then penalty kicks will be taken to determine who plays first as loser, if same teams are tied at end of round-robin those penalty kicks will also decide group winner. Defaulted games to be recorded as a 2-0 win (i.e.: 9 points) and defaulting team to be fined $500, $200 for youth teams in round-robin play (see rule #8).

7b. Please note max goal difference in a game is 5, i.e. if a team wins 7 to 0 the score will be recorded as 5 to 0, or if a team won 9 to 2 the score will be recorded 7 to 2.

  1. Youth teams that forfeit game will lose entry fee and open teams will lose entry fee plus will be assessed an additional $500 fine ($150 for youth & $300 for Open and Over-40 shall be deducted from bond for Gurdwara tournaments).
  2. Referee’s decisions during games will be final. Any coach, parent, player or spectator who abuses a referee will be dealt with most severely, including liable action and not being invited to any future tournaments. Any referee who is abusive should be reported to the tournament committee as soon as possible.

10. Red card: automatic 1-game suspension (next game in the tournament or in the next tournament or more at the referee’s / tournament committee’s discretion (i.e.: for fighting, etc). Player’s suspension must be served for the team for which the suspension was received prior to being eligible to participate for any other team, unless that team folds, then he / she must serve suspension with new team.

11. Clubs / team officials are responsible for the behaviour and conduct of their team members and supporters.

12. Tournament committee’s decision on protest is final (a neutral association member should be present). Protests must be given within 30 minutes of the conclusion of the disputed game in writing with a $50 fee. The fee will be refunded if you win your protest. Only a team official may submit the protest. Protesting team and opposing team will be notified of decision before next scheduled game.

13. Teams listed first to be “home team”. The “home team” must change their uniform if color clash, all teams should have a spare uniform set and/or bibs.

14. Teams should try to set up their respective benches on opposite sides to avoid any conflicts; the home team should have choice of their side of field. We also encourage teams to do their team handshake at the start of their match.

15. All teams should provide the referee with two team lists at the start of every game or by half if the referee allows it. Team list should clearly have all players listed (first & surname), jersey number. Players listed shall be considered to have played; any teams found listing players other than their own shall be subject to a $50 fine. Referees will be instructed to collect team list, please inform the tournament committee if a referee refuses to collect team list. Please note a team may file a protest based on a team not handing in their respective team list (by half time), make sure team list are handed in.

16. Unlimited substitutions are allowed.

17. All FIFA rules apply with exception of the rules stated earlier.

18. Tournament entry fees: U12 to U18 & Over-40: $125 if knockout & $150 if round-robin, Open women & Open-B: $200 if knockout & $250 if round-robin, and Open-A: $300 per team.  Tournament host’s discretion to play round-robin and/or knockout format.

19. Tournament entry fees must be paid at the draw unless prior arrangements have been made with the tournament committee. A bond must be paid for all Gurdwara tournaments or entries will not be accepted ($100 per team to max $500 per club), bond will be refunded minus any fines owing.

20. Players and coaches serving 1 year or more suspensions under BCSA shall not be allowed to participate in any tournaments.

21. Any teams/clubs found using an ineligible player would be fined $500. Fines must be paid before the draw of the next tournament or that club and its’ players will not be eligible to play, until the fine is paid in full. Repeat offenders may be asked to put up a bond ($500) in addition to their entry fee. The “Tournament Association” may impose additional fines if warranted; all fines will be paid to the “Tournament Hosting Clubs Committee”.  Fines assessed for other infraction, fine amount will depend on individual cases, and if the team / player / coach / club are repeat offenders.  This now will be under the USSA Discipline Committee.

22. All youth teams should have proper picture ID for their respective players in case of a protest. Acceptable ID includes; valid Driver’s license or passport (with photo, not just listed on parents’ passport), or birth certificate with one of the following; elementary school class photo, Go card (grade 8 to 12), league team photo clearly showing division & year or BCSA affiliated league ID card.  If proper ID is not produced within 30 minutes of being notified of protest the game in question will be forfeited, but if ID subsequently shows true age, no fine applies and score will stand.

23. Tournament youth age groups for boys: U13, U14, U15, U16 & U18 and girls: U14, U16 & U18.  All division will be gold, silver where possible.

24. Teams may enter into gold or silver,

25. Once a silver team has reached two finals they will be promoted into gold for at least one tournament.

26. Gold finalists will receive trophies and silver finalists will be receiving medals in youth age groups.

27. If the tournament committee feels that a particular division does not have enough teams to make it viable and/or teams are purposely avoiding participating in the gold division. At their discretion, the committee may combine two age groups (i.e.: if there is only 1 to 3 teams in U16, then the U15 division may be combined with the U16 division) and/or divisions may be combined (i.e.: if in U13 only 1 to 3 teams are in gold and all others are in silver, all teams may be combined into one level). In Open men, a minimum 6 teams must enter into gold or division will be combined with silver.

28. If a club enters a team in gold and a team in silver (same age group) and later withdraws its’ gold team, the silver team (silver-1, if multiple teams entered) must take the gold team’s spot in the schedule or all the teams belonging to that club in that age group will be disqualified. If the silver team played the weekend earlier and placed 1st or 2nd, no award will be given. Clubs are responsible to make sure that all of their teams show up for their games, especially the gold teams.

29. At draws clubs must supply at least 7 names of players for teams in which multiple teams (U12 to Open) are entered in the same division (i.e.: if a club has entered 3 U12 silver teams, lists must be provided for 2 of the 3 teams).

30. Teams arranging to play their scheduled tournament game prior to the tournament must get permission from the tournament committee and must inform the committee of the final score and if any red cards were issued. Teams may have to cover cost of referee.

31. Any club official, team official, player, parent and/or spectators found to be violating any rule shall be subject to appear before a disciplinary committee and fined $500.

32. Two imports allowed for all divisions, except for boys U13 and girls U13/14 which will be allowed 4 imports.

33. Any one player may only play for one team in that tournament. No up and down to play for any other team except U16 may play up in U18 (within in the same club), and any youth aged player may play in open.

34. Youth players may only play for one club; they must apply for a transfer if they want to play for another club’s youth team in the following tournament. The transfer must be done prior to the first game they wish to play in c/w $25 transfer fee. A player (youth & open) may only transfer once during the tournament season.

35. Any fines assessed during tournaments will be spilt 50/50 between the host club and tournament committee. Need to decide.

36. All players participating in tournaments participate at their own risk.

The above rules have been agreed upon by the following tournament host clubs; KDS Vancouver, Dasmesh United FC, Temple United, Akal FC, Surrey Gurdwara, GNSC, West Coast Panthers and Abbotsford United SC.  Some clubs may amend rules a little however must inform clubs before conducting draws.
