USSL DISCIPLINE AND REPORTING PROCEDURES

United Summer Soccer League “USSL” has adopted a policy of graduated sanctions process for actions deemed detrimental to the safety and wellbeing of the membership and inconsistent with the goals and beliefs of the organization.

All USSL Referee and Coaches Complaints are submitted to USSL Discipline Liaison and VP of USSL for review and fact finding.

After review and discussing the issue with respective USSL Club Representative if warranted requests are then escalated for adjudication of rules violation and discipline to a USSA standing committee know as the USSA  Rules and Discipline Committee. The USSA R&D Committee shall be comprised of the R&D Commissioner and at least two other members. Adjudication of any rules shall be deemed complete when this committee submits its recommendation to the USSL Discipline Liaison.

All members of USSL are governed by this policy including, but not limited to; players, coaches, volunteers, referees, parents and board members. Behaviors that are considered to be unsportsmanlike are subject to submission to the USSA R&D Committee as well as failure to adhere to any portion of the acceptable sportsmanship code of conduct.

Progressive disciplinary measures are individual in nature and prediction of all possible scenarios and outcomes is unlikely. The intent of the USSA R&D Committee is remediation and punitive, and sanctions may be imposed. The general progression of sanctions is as follows:

1. Verbal Warning

2. Written Warning

3. Suspension-variable

4. Expulsion-variable and/or permanent

 

The following offenses may result in immediate referral to the USSA R&D Committee for review:

1. Three yellow cards in one season

2. Any red card

3. Verbal assault of any member or non-member during a match

4. Physical assault of any member or non-member during a match

5. Unsportsmanlike behavior (not covered by referee)

 

ALL DISCIPLINE AND COMPLAINTS MUST BE RECIEVED BY TUESDAY 3PM

All Referee Incident Report must be submitted to USSL Referee Coordinator for submission to USSL .

All Other Incident Report must be reported within 24hrs to USSL Discipline Liaison Officer.

All Game Protests must accompany $50.00 CASH protest fee. The protest fee will be refundable if successful. All funds must be deposited with your respective club rep and received by USSL Treasurer.
